Describe the bug
When the fragments debug mode is enabled the produced data contains empty invocations array:

"invocations": []

To Reproduce
Steps to reproduce the behavior:

  1. Debug the AllActionsDebugDataTest.
  2. Check the HTTP response body.

Expected behavior
Invocations should contain action log details.

As we've established, it is expected in cases when the action is not a behaviour, or does not provide logs. All cases present in the use case have been covered.
