Preventing end devices to connect to router

Is there a way to prevent end devices from connecting to a specific router?

Explanation: I am planning to add a power switch to my network, but I don't want any of the end devices to connect to the network through that router as the router often will be without power.

This is not possible in Zigbee (unfortunately)
