Describe the bug

While the Chrome's border width can be adjusted, there is an apparent intrinsic padding between that of the border and the form's content which cannot be changed.

FYI: This is not a regression feature. It's always been there!
This is from the examples @ version 70:

BUT
What used to be able to be done was to turn of all bordering via (i.e. completely ignoring the border thickness value):

I think this should be fixed in 8.5 LTS (If possible !) (Same FormChrome set false is possible)
But definitely in V90 as the Fo4rmChrome stuff has been removed
