Topics are available for admins and mods in the frontend when categories are unpublished

Describe the bug
If there is a topic in a category, topics in unpublished categories remain available in the frontend for mods/admins.

To Reproduce
Unpublish in the backend several categories which contain topics
Go to the frontend

Actual result
The categories in the Index are hidden but on New Topics you see no difference between published or unpublished topics

Additional context
I know that admins can see unpublished Joomla articles, but these are grayed out.
