Cannot overlay a record in Symphony

from Issue #3641--bf:adminData>bf:AdminMetadata (Local AdminMetadata)When this was originally created, bf:AdminMetadata (both general & local) were separate templates which we created separately and linked through a lookup. Now, they are blank nodes on the work & instance templates themselves. The local adminMetadata template, created specifically for overlaying a record no longer works

While we will no longer need this with the advent of FOLIO, it will be required by others and seems a base functionality that needs to be retained.

We can either:

• change this to a blank node in the conversion/overlay feature, so a cataloger can simply add the local admin metadata as an additional template
• possibly create a sinopia:adminMetadata property that does a. This would have the benefit that it would not change if there is some change to the template itself
• Instead of having to add this template, combine the ckey addition with the the export feature (I think this was being worked on already)
