File format conversion scripts for output from specific tools

I wrote scripts to convert TALON output into the LRGASP format. Would putting these tools somewhere for other submitters to use be useful to minimize the extra work that users have to do? If so, where should these tools go?

We can add these to this repository. Just give me the program and I can make sure they are consistent with the other programs. Will also need some test cases.
