[BUG] Icon Pack Studio icons do not update for apps only installed in work profiles

Describe the bug

When using icon pack studio, apps that are only installed in the work profile do not get updated icons. This is an issue because in order to update my IPS icon pack (like for when I install a new app in my personal profile), I have to clone the apps in my work profile over to my personal profile via Shelter, update the IPS icon pack, and then uninstall the apps that I don't want to be in my personal profile.

Steps to reproduce

Steps to reproduce the behavior:

1. Have work profile enabled and have apps in the work profile that are only in the work profile.
2. Create an Icon Pack Studio icon pack.
3. You will notice that icons for apps that are only in the work profile do not get updated with new icons, but apps that are duplicated between the work and personal profile do update.

Expected behavior

Icons in the work and personal profiles all get updated regardless of whether an app is cloned between the profiles.
