Note that you shouldn't actually use that container, just use the same method they do to get host resource utilization on Linux.

In addition to the CPU and RAM limitations, I'd also like to be able to impose a hard cap on how much data is transferred over the network (per day preferably) before streams stop getting assigned to my Runner. Alternatively (or in addition), a limit of network transfer speed could also be imposed to achieve basically the same goal.

System usage isn't gonna be trackable in wsl unfortunately, so I'll focus on network limits
