AVX2, OpenCL

1. Is it possibe to use AVX2 CPU extension without PrefetchVirtualMemory call from KERNEL32.DLL ? (use AVX2 on Win7)
2. Some GPU have a problem with half precision extension in OpenCL. It will be great if you add full precision version of OpenCL.

Currently no, however all the "Old CPU" targets support it. So you can use AVX1 with vulkan on win7 (if there are drivers), CLBlast OldCPU or simply the base Old CPU option.

I imply it is not complex to implement both that features in your code. And that will helps people with old hardware.
