If config_landuse_data is not specified consistently through all stages of the initial conditions processing, the MPAS-Atmosphere model will stop with an error:

Warning: too many input soil types

This appears to be related to the conversion of water points to sea-ice, with the sea-ice category being determined by the namelist value of config_landuse_data rather than the value from mminlu.
