Allow users to associate a SMS capable number with their account

This includes the process of dispatching messages to all accounts that want to receive notifications to their registered numbers. Much of this functionality may already exist.

If a user is logged in and alerts are enabled and they go to /alerts the number they enter will be associated with their accounts. While it would be nice to have this level of integration on one page, since the functionality exists this feature can be pushed to a later release or an issue filed upstream.
