For the Mac scroll bars, clicking in the track should move the thumb one page in the appropriate direction, rather than moving the thumb to the location of the click.
This is configurable in OS X and macOS, and may have been configurable in MacOS 9 and before. In macOS, the setting is in System Preferences > General under “Click in the scroll bar to:” By default, it jumps a page.
I’m pretty sure this has been the behavior on Macs since at least System 6. I’ve never used an earlier version of the OS.
