MekHQ NI #1641 - Partially crewed vehicles reset their skills when using Hire Minimum Complement

Brief Description *

The attached image is the example personnel. Recruited by themselves and assigned to a tank.

This is the exact same personnel after using the Hire Minimum Complement button.

Steps to Reproduce

1. Hire a personnel (gunner or driver probably)
2. Assign them to a vehicle that is undermanned.
3. Click hire minimum complement
