False positive: update out of order when tripUpdate that has more information than stop_times.txt

Summary:

There is an issue with the validator that results in an invalid error message. It is caused by a GTFS-RT feed tripUpdate that has more information than the GTFS stop_times.txt The system invalidly suggests that the update is out of order, while that is certainly not the case.
