[BUG] Install button in tool library's top navigation bar and the one besides tool name have different behaviors

Describe the bug
Installing LateBound constant generator tool shows two different behaviors.
The Install button highlighted in red does not show the exception

The install button in the toolbar on top shows the exception (highlighted in green in the previous screenshot)

To Reproduce
Install Latebound Constants Generator

• It could happen if the dependent assembly file is locked (or in use)

Expected behavior
Exception dialog should popup in both cases. That helps in resolving the issue in installation.

• XrmToolbox Version 1.2024.9.69

Looks like it could be my problem...

But first - can you check if you have several XTB open?
