Is the Engineering Framework a set of NFRs?

Just a thought. I'm experimenting with trying to use the Engineering Framework as a set of NFRs:

It's kind of working. But a bit clunky.

Now... this may well be a terrible idea, and not what the framework is for!
But it feels sooooo close to being a set of handy NFRs.
Why wouldn't I?
If you boil down what it's saying, isn't it just some NFRs?

Is this something we want people to do? If so, can we make it easier for them? Phrase things as NFRs (without the MoSCoW, as this may be product-specific). Remove duplication. etc.
