Release Notes: HRRR v4.1.11

v4.1.11 - released October 23, 2023
* Script changes to use eFire data in the HRRR smoke pre-processing task.
   * On November 30th, 2023, the VIIRS Active Fire (AF) I-band data that is currently used by the HRRR CONUS and Alaska will be discontinued.  It will be replaced by eFire VIIRS I-band data, which is already being produced operationally.  The format of the text files needed by the smoke pre-processing job remains the same, but the filenames will change.

   * Run the prep_smoke job for a single cycle for CONUS and Alaska.  A full cycle test is not needed.
   * These changes should be implemented alongside rap.v5.1.15.
