Bug 1525 - Improve NAEFS bias and debias scripts error handlings

AT the next NAEFS upgrade, please improve the following ush scripts for better error handling -

• ush/conus_ndgd_enswgrp.sh

• ush/gefs_enscqpf.sh

• ush/gefs_ensgetgrp.sh

• ush/gefs_ensgetgrp.sh

• ush/gefs_enswgrp.sh
  Since “export err=8; err_chk” for all above ush scripts to fail the jobs, please add “FATAL ERROR:” in the descriptive message beginning. reference : Bug 1521 - Improve the NAEFS build scripts #12 in standards.

• ush/dvrtma_debias_alaska.sh

• ush/dvrtma_debias_conus.sh

• ush/dvrtma_debias_3regs.sh
