Enhancing understanding and application of variable changes in mpas jedi #159

Background : Variable changes are an important component of data assimilation systems including JEDI. A unifying tool for variable changes from JEDI core team is VADER JEDI VADER, while vader is still to be incorporated into mpas-jedi. @HuiLiu-NOAA had explored to add VADAR to mpas-jedi (see PR.

Current issue: there are a couple of rdasapp issues including issue; reporting problems speculated by some RDASapp developers to stem from from inconsistences in the yaml setup and the files used in the case, affecting variable changes.

Objective: This discussion seeks to facilitate sharing and discussion among developers who are sorting out how the mpas-jedi variable changes including the wind-related variables conversion work in detail. Finally, a clear description and set of guideline could be compiled and added to the RDASapp wiki.

It would be helpful if @HuiLiu-NOAA could give us a presentation on VADAR.

I guess, to make things easier, we might start with the variable changes through non-VADER approach first. This is done in mpasjedi/VariableChange/Model2GeoVars/
