what does `inflation factor: 0.0` do? #201

I saw lots of inflation factor: 0.0 in yaml files under rrfs-test/validated_yamls/templates/obtype_config/

Here is an example:

RDASApp/rrfs-test/validated_yamls/templates/obtype_config/aircar_airTemperature_133.yaml

Line 96 in 4224998

inflation factor: 0.0

Does this mean no inflation or the assignment of zero obs error? Thanks!
