unit tests failure on Gaea

Describe the bug
Tests 03, 04, and 15 in the t test directory have been reported to be failing on Gaea.

Expected behavior
Tests should run and pass across all platforms.

All the tests pass on PAN and GFDL workstations.

[ngs333]

Test 03, 04 and 15 are the ones that fail when mpirun is not available.
