Speed up CI tests

• Split workflow tests into sample files vs real homes, so they can run on different CI jobs (when we do this, we can remove this exclusion) Parallelize workflow tests on CI #1536
• BuildResHPXML measure: parallelize tests (takes ~5 mins)
• ReportSimOutput measure: remove unnecessary tests or combine tests or parallelize tests (takes ~10 mins) Speed up measure tests for reporting measures #1552
• ReportUtilityBills measure: look at ways to speed it up (takes ~7.5 mins) Speed up measure tests for reporting measures #1552
• HPXMLtoOpenStudio measure:
  • test_defaults.rb (takes ~8.5 mins)
  • test_enclosure.rb (takes ~6 mins)
  • test_hvac_sizing.rb (takes ~5 mins)

This is good enough for now. The above unit tests are not the bottleneck (compared to running workflow simulations).
