Align ResStock and ComStock Emissions Scenarios #1263

Description

ResStock and ComStock use slightly different assumptions in their emissions scenarios. We should align these scenarios and make the necessary changes to the emissions data (https://github.com/NREL/resstock/tree/develop/resources/data/emissions) in develop.

An example is that we should add the emission factors for eGRID 2018.

@whiphi92 is looking into this for the GHP analysis report project with @mpraprost.

I am looking for recommendations or files to add to the ResStock emissions data from @whiphi92.

I haven't used these files in years. I am thinking we use what ComStock uses, the files should be pretty similar?
