Have a nemo training container without additional framework elements

Nemo Customizer uses the Nemo Framework Container as a base image. It does make for a large image that can sometime cause security scans to fail. As a bigger issue, sometimes kubernetes pods are configured to have too little ephemeral memory to download the image.

Describe the solution you'd like
It would be nice for us to have a framework image without the code and dependencies not related to alignment and training (e.g. curator). This container does need to be distributed by your team outside of NVIDIA, but we would be distributing our image to our NVAIE customers.

Describe alternatives you've considered
We could build this image from the source if needed.
