added first pass of conda environments page

Still a few OOD tasks left:

• conda environments page
• R packages with renv
• Python packages with Virtual Environments
• move conda environments and python packages with virtual Environments to https://nyu-its.github.io/rts-docs-dev/docs/hpc/tools_and_software/conda_environments/
• move research project space and data management to https://nyu-its.github.io/rts-docs-dev/docs/hpc/storage/intro/
• fix broken links from above moves
  - [ ] test that everything in the old documents works
• integrate info from research computing OOD page
• move r_packages_with_renv.md to 06_tools_and_software as suggested
• remove TOC links at the tops of pages as suggested
  • 06.../02_conda_environments
  • 06.../03_python_packages_with_virtual_environments
• 06_tools_and_software/02_conda_environments.md: have R examples use update R version like 4.4 as suggested

I've also created some blank pages for the storage/data transfers section: https://nyu-its.github.io/rts-docs-dev/docs/hpc/storage/intro/ . Can the pages:

• docs/hpc/08_ood/research_project_space.md
• docs/hpc/08_ood/data_management.md

be moved to the storage section? Thanks!

That way, OOD section can be kept for OOD specific instructions and refer to the other topics that are applicable outside OOD.

Maybe I should move the usability testing to a new issue and then we can get these changes merged and move on to the other document conversion I need to get done and do all the usability testing in one go. What do you think @s-sajid-ali ?
