Build broken and docker jdk version question

I think that dl.bingray.com has been taken offline starting today. When trying to build Conductor locally using docker-compose, I am getting this error

FAILURE: Build failed with an exception.

* What went wrong:
A problem occurred configuring project ':conductor-server'.
> Could not resolve all dependencies for configuration ':conductor-server:runtimeCopy'.
   > Could not resolve com.netflix.runtime:health-guice:1.1.+.

Furthermore, should Conductor v3 be compiled / used with Java 11+ at this point? The docker files are still using jdk8, should that be updated?

Whoa! I guess I am still able to checkout master branch in my local clone of the Conductor library from github: https://github.com/Netflix/conductor/tree/master

This redirects to 2.31. So I guess I was actually on 2.31. My mistake!
