Now that scailfin/MadGraph5_aMC-NLO#30 has been done, a similar Dockerfile should be added so that MoMEMta can be run on Blue Waters. This will result in a neubauergroup/bluewaters-momemta image getting added under the Blue Waters Docker images project.

This is needed for Neubauer-Group/NCSA-Blue-Waters-Examples#3.
