When you add a language in the Global JS, the sample .csv is not created

When new language(s) are added to the Global JS a new file in translations folder is not automatically created, leaving you no way to add new rows into the file. Let's create the file when switching to the lanuage in the inspector forcing a login if necessary. That way there is no need to go into the file manager.
