When I load the plugin/restart it settings doesn't seem to get applied from functions such as GetClientSpecificWidthFromTrail or GetClientSpecificColorFromTrail.

If a set a new trail it works again. Sometimes width does not get set on startup such as yellow bow, but if you put spectrum width gets set but no color. Not entirely sure what gets wrong, guess that sourcepawn for you.

Actually I figured it, you execute only UpdateSpecialEffectModes when a client selects, but has to get re triggered again when a player joins otherwise the special effects from the various trails won't get applied.
