I think it would be better to put RFC 136 into the FCP section, so that it doesn't drown in the list. Especially, since it will probably be merged by the time of the next meeting …
That just got explained to me in the meeting. The sections represent the state before the meeting. In the next meeting's notes RFC 136 will be in the FCP section. Not a perfect workflow but it works :)
