Okay I feel like an absolute idiot and this is 100% a me issue, but... how do you actually open/install the damn thing once it's all downloaded?

I'm following this guide to make my own dyes for BG3, but I have no idea how to open the program shown at the top of page 8.

I have all the files downloaded for lslib and followed everything in the readme file but I guess I must've missed something. Please help I'm brand new to anything like this.

Edit: If anyone has a step-by-step idiot-proof guide to compiling lslib specifically I'd appreciate it

no converter app exe in file...
