Add workflow to archive campaigns for single locations

At the moment, when generating campaigns, it's possible to approve, delete or archive them.
However if multiple locations are impacted it's possible to proceed only handling all of them together.
We need to add a way to proceed in a separate way for each country.
For example specifying the iso3 codes
