Add buttons allowing the user to put one of their jobs on hold or release it.

This should go near (but not too close to) the button to delete the job. Have it be yellow :-). Note, maybe check and make sure that holding a job is a valid step if the job is in queue and running states for Torque and others before doing this. Of course, release should only be a button if the job is being held.
