Alabama government ACCCP group has focused on compentency:

Accordingly, we do need to add this important term.

Discussion points as of 1/12/2024 in our OccO WG meeting:

  • ‘Competency’ is more like ‘ability’.
  • Alabama's use of ‘competency’ is more like ‘intensity’ of specific skill/ability, which can be measured above certain thresholds.
  • Each skill/ability has some competency.
  • For skill X, you can have ‘high level of competency’, intermediate, or low level of skill X.
  • To classify competency, sometimes, Alabama's tier model uses scale 1-5 for competency.
  • Sam: for example, two people may have ability, but only one can do differential calculus.
  • Robin: competency should be measurable. We need to differntiate Potential vs realization. Competency is involved in measurement but it is not measurement itself. - but it is measurable. For example, Robin previously read Asian literature a lot, but now not reading.
  • John: Competency is more a measurement than ability.
