Settings and move programs to top

I have two ideas that I hope others would also like well enough add them to Open Shell Menu.

1. Setting at the top (2 rows). The settings are not a problem. But when each one changes rows when clicked on, it would be much easier to keep of what has been set or not, if the menu buttons wouldn't jump.

2. I like the idea of Classic, Classic with 2 columns, and Windows 7 style. Very nice, and difficult to choose between them.
   However, the thing about this is, entries like feedback hub, tips, maps, people, calculator, etc. are taking up prime real estate. I would say not too many users click on these items every day.

So - can programs, this pc, apps etc. be moved to the top? Or better yet, move, add, and delete where we would like to have them. This way, what we use most often often can be moved by users to the most comfortable areas of the menu.
