An additional vocabulary is needed which can be used to express the implementation state of resolutions / decisions / motions. See https://www.popoloproject.com/specs/motion.html

The resolution is a property of opengov:AgendaItem and executing that resolution can perhaps be seen as the last step of a consultation process.
