Extend Visibility feature for different publication scopes (ACLs) #124

The current visibility feature seems to be designed to handle only one type of publication scope for every course, according to the globally set permanent and non-permanent roles. There doesn't seem to be a clear way to handle e.g. courses with public videos or courses with campus-wide accessible videos on the same system.

There are two approaches to resolving this problem that we can think of, as follows:

  1. make the Roles settings adjustable for each block_opencast instance
  2. add more (arbitrary number?) of different global Roles settings

In the first case, it would be possible to setup the publication scope of each course (block_opencast instance) independently (probably the most flexible solution).
In the second case, it would be possible to create different publication scope settings globally (e.g. course,campus,public) and then choose one in each course (block_opencast instance).

This issue seems to be more relevant with all the latest video-import developments. Is anyone working on it by any chance?
