Implement photolysis in TChem. Will need to pass some radiation information to TChem.

MOSAIC actually calculates the solar zenith angle from the current date and time, but this should not be done in TChem. Instead the host modal (e.g., PartMC) should do this and pass the radiation information into TChem.
