This can't possibly be usable for anything more than minis/small homebrew that fits entirely in RAM, as any typical UMD game is like 1-1.7GB or so. You'd be constantly trying to stream in assets over the PSP's pitiful 802.11b connection at 11megabits a sec throughput best-case, so 1.375 megabytes a second, slower than even the max read speed of the UMD drives afaik.
FTP is indeed not a solution, but other protocols are possible.
There was already a homebrew/plugin to stream ISO games from LAN.
Do know that the PSP's WiFi speed would allow to stream ISOs as about as fast as a UMD, which is not very fast,
