readme is completely out of date

Title says it all. Need to update the readme to reflect recent changes, specifically to the setup.bat script, which is now ebagis.bat.

Probably best to start from scratch and detail full operation of the script: each command, options/arguments, what it does and why, etc. Also would be good to talk about dependencies not handled by the script and how to get them.
