Mags aren't returned to inventory when hotbar is full

Describe the bug
When reloading, mags are only deposited into the hotbar. If there is no space, the mags seem to vanish even if the inventory has plenty of space.

To Reproduce

1. Equip a gun and a few full mags
2. Fill the rest of your hotbar with items
3. Shoot
4. Reload
5. The mags just vanish

Expected behavior
If the hotbar is full, the empty/half-full mags should be deposited into the inventory.

Additional context
I only tested this with one gun, I don't know if the issue is specific to this particular gun or all guns.
