As mentioned in Perl-Toolchain-Gang/ExtUtils-MakeMaker#204 -- if there is no MANIFEST.SKIP file, we should (possibly enabled with an option?) assume that one existed that contained #!include_default.

Affects methods: skipcheck, maniskip.
