Downloading incomplete responses includes deleted responses.

I've been notified that after "Delete All Responses" and then attempting to download a csv of responses, the deleted responses are still downloaded.

Because get_responses() doesn't return incomplete responses, the delete all responses also doesn't delete incomplete responses. delete all needs to get all responses complete and incomplete
