Reduction of test case by removing meta relations: Issue1

In the process of reducing the test case by removing the meta relations of a meta variant variable, we need to always retain the first relation because a) it is the declaration of the meta variant variable b) it is defined in terms of input variables unlike other relations which are defined recursively.

Currently, there seems to be no way to fix this.
