Feature request: Prevent selection toggling

The underlying <array-selector> that backs <icon-list> has a toggle option that prevents deselection of an already selected item.

But iron-list ignores this and always toggles. Can we have an option to ignore toggle? i.e. once an item is selected it remains selected even when clicked on again.

If agreeable I can attempt a PR.
