Next-prev navigation currently appears in 2 places:
overlaid on the canvas
in panels that show canvas-level content (metadata, annotations, layers)
In the panels, there are 2 patterns:
prev : canvas label : next
prev : # of n : next

Questions:
Confirm whether we need both nav locations (canvas and panel)? What is the effect if multiple panels are open?
Decide on canvas label location & treatment. Could it be added between the canvas buttons so it's visible even if the panels are closed (although those buttons are intentionally collocated to make back & forth a small mouse movement)?
