Allow specifying interactive_ttl when creating new Session

What is the expected feature or enhancement?

interactive_ttl is one of the session creation properties, as described in Session docs.
Controlling this parameter can be crucial to users with even slightly larger classical time between jobs.

Acceptance criteria

1. The interactive_ttl parameter should be configurable in both IBM Cloud and IBM Quantum.
2. Clear documentation and examples should be provided to guide users in setting and using interactive_ttl.
