Error in Salt because we watch /etc/nginx/nginx.conf whereas /etc/nginx/nginx.conf is not managed with salt yet.

ERROR:

          ID: nginx
    Function: service.running
      Result: False
     Comment: The following requisites were not found:
                                 watch:
                                     file: /etc/nginx/nginx.conf
