I'm not personally using Quasar because I find it a bit hard to trust a software I'm not familiar with (and also because it's not signed for some reason), but I still managed to make some observations:
From the issues on it's repository and the comments on GameBanana, it seems that Quasar doesn't work correctly a lot of the time, corrupting or deleting files, or just simply not doing it's job well. Quasar hasn't had a commit for almost two years now, and the owner of the repository, Mowjoh, hasn't been active on GitHub for over a year.
I think that Quasar is dead, and unless a fork of it is made and maintained, it will probably stay that way.
Therefore, it should be questioned whether to still have it mentioned in the README.
