I would like an example that creates the actual codec in C#.

This is because I now got code that can render the stuff in an PictureBox in c# however because it is Windows forms on windows 10 I would like it to be loaded from the OS exposed codec made In c# and have the original picturebox in windows forms pick it up and animate it exactly how it works on the gif format but for the animated png format that oddly firefox nightly animates properly somehow when you open the file in the browser.
